An HRIS (human resource information system) is the system of record for employee data: profiles, contracts, leave, attendance, payroll inputs and documents. A good one lets you read those records together. A weak one only stores them.
Judge any HRIS on four things: whether records connect, whether it handles local compliance, whether people actually use it, and what it costs over three years. The 12 questions below test each one, and the demo script after them shows how to check the answers.
Key takeaways
- An HRIS is judged by whether leave, payroll and performance read from one employee record, not by its label or module count.
- Ask 12 questions across integration, compliance, security, adoption, cost and reporting, and run the same messy sample data through every demo.
- SHRM reports a Gartner 2022 finding that the average HRIS is used by only 32% of employees, so adoption planning matters as much as features.
- Two or more failures on the five-question audit means your current system is a record, not a guide. Fix usage first, switch only if the tool is the limit.
01What Is an HRIS, and How Is It Different From Attendance Software, HRMS and HCM?
Vendors use these labels loosely, so the name tells you less than the records do. TechRadar's 2023 explainer defines an HRIS as the store for HR data, an HRMS as a system that adds lifecycle management on top, and HCM as a focus on managing and analysing the workforce (TechRadar, 2023). Attendance software sits below all three, because it records presence and nothing else.
The test that cuts through the labels: ask whether leave, payroll and performance read from one employee record. If they do, you are looking at an HRIS in practice. If they sync through exports, you are looking at separate tools sold as one.
| System | Main job | Typical data | Choose it when |
|---|---|---|---|
| Attendance software | Records who was present | Check-in and check-out times, shifts | You only need time records |
| HRIS | One source of truth for employee data | Profile, contract, leave balance, documents | Records live in spreadsheets or several tools |
| HRMS | HRIS plus processes run in one system | Onboarding, payroll inputs, reviews, exits | You want workflows, not just storage |
| HCM | Manage and analyse the workforce | Talent, planning, analytics | You plan workforce decisions at scale |
| Payroll software | Calculates pay and deductions | Salary, tax, statutory deductions | Pay runs are the only problem |
02Which HRIS Features Matter Most When You Are Buying?
Start with features that remove manual transfers between systems. Add the rest after the core records are clean.
Must have on day one: a single employee record, leave and attendance in the same record, payroll inputs that flow from both, role-based access to salary data, document storage for contracts and letters, and at least five reports you can run without a vendor. Add later: recruitment, performance cycles, learning and engagement tools. Those modules pay off only when the record underneath is accurate.

03What Should You Ask an HRIS Vendor Before You Buy?
These 12 questions are grouped by risk. For each, a vague answer is itself an answer.
Integration. 1) Do attendance, leave and payroll share one employee record, or sync through exports? A good answer names the data model. A red flag is "we export a CSV". 2) When a salary, leave balance or resignation changes, how does it reach payroll, and who maintains that link? Manual re-entry is where payroll errors start. 3) Which biometric devices and accounting tools connect, and is there an API? Your attendance hardware should not be replaced to fit the software.
Compliance. 4) Does it calculate EOBI, PESSI (or SESSI in Sindh) and income tax withholding to current rules? Check the vendor's answer against the regulators themselves: EOBI, PESSI and the FBR. 5) How are rule changes delivered, and how many days before they take effect? Pakistani payroll rules move every budget cycle, as in Punjab's 2026 minimum wage change and the 2026-27 income tax slabs. A vendor with no update process leaves the correction to you. Our EOBI and PESSI checklist lists what to track.
Data and security. 6) Who can see salary and personal data, and is access logged? Role-based permissions and an audit trail are the minimum. 7) If you leave, how do you get your data back, in what format, by when, and at what cost? Ask before signing, because exit terms are rarely negotiable afterwards.
Implementation and adoption. 8) Who runs implementation, what does the fee cover, and what must you prepare? Expect to clean employee data before import. 9) What gets managers and employees to use it? SHRM reports a Gartner 2022 survey finding that the average HRIS is used by only 32% of employees (SHRM). A system nobody opens cannot be a record.
Cost. 10) What is the total over three years, including implementation, modules, integrations and renewal increases? 11) How does price change when headcount drops or you add a branch or country?
Reporting. 12) Which questions can it answer on day one, such as attrition by team, payroll cost by department, leave liability and overdue reviews? Ask the vendor to build one report live from your sample data.
04How Do You Run a Demo That Exposes Weak Systems?
Give every shortlisted vendor the same messy sample data and ask them to run it live. A scripted demo shows a happy path. Your data shows the edge cases.
Use five test employees: one who joined mid-month, one on unpaid leave, one who resigned, one with a mid-month salary change, and one on a different tax slab. Ask the vendor to show leave, attendance and payroll inputs for each in a single view, then produce a payslip and a statutory deduction summary. Any step done in a separate spreadsheet counts as a failed step.
05What Does an HRIS Cost, and What Drives the Price?
We could not find a reliable Pakistan price benchmark, so compare quotes line by line instead of against a market average. Our note on cloud HRMS cost in Pakistan covers the pricing models.
Price per employee per month is only one line. Ask each vendor to quote the same three-year scenario at your headcount, then fill the table below for each.
| Cost line | What to ask for | Red flag |
|---|---|---|
| Subscription | Per-employee price and minimum headcount | Price only valid for a short window |
| Implementation | Fixed fee and what it covers | "Scoped after signing" |
| Modules | Which modules are in the base price | Core payroll or leave sold as add-ons |
| Integrations | Cost of biometric and accounting connectors | Per-connector fees not disclosed |
| Support | Channel, hours and response commitment | Support only on a higher tier |
| Renewal | Cap on yearly increase | No cap in the contract |
06Why Do HRIS Implementations Fail, and How Do You Prevent It?
SHRM names human behaviour, not technology, as the biggest reason new HR systems fail: if few people use the system, the return falls. It also cites Sapient Insights Group, finding that nearly one in four organisations say new HR technology misses adoption expectations (SHRM).
Prevent it with four decisions made before go-live. Define adoption as a number, such as the share of leave requests filed in the system. Name one owner. Clean employee records before import. Roll out in phases: records first, then attendance and leave, then payroll inputs, then performance.
07How Do You Check Whether Your Current System Is Only Attendance Software?
Ownership is not the same as use. A CIPD survey of 1,174 UK HR decision makers at organisations with 50 or more employees found 84.5% use an HRIS but only 37.1% use workforce planning software (CIPD, 2023). We found no Pakistan equivalent, so use the UK figures as a prompt for your own audit.
Five tests: can it separate a real zero from a missing record, show attrition by team and month, forecast next quarter's payroll cost, hold leave, performance and payroll in one place, and warn you before an EOBI or PESSI deadline? Two or more failures means it works as a record, not a guide. The HR audit checklist and the note on missed EOBI deadlines show what the gaps cost.
Switch only if the cause is the tool. If the data exists but nobody reads it together, fix usage first. If records are trapped, with no trusted export, no link between leave and payroll and no deadline alerts, the tool is the limit.

08How Do You Shortlist and Score Vendors?
Score each vendor against weighted criteria after the demo, not before. The weights below are a starting point. Move them to match your biggest risk.
Run the same demo script, the same quote scenario and the same 12 questions with every vendor. Differences in answers then reflect the vendors, not the process. Workflow Engine is Bitsbuffer's HRMS for Pakistani companies, and we suggest holding it to this list too. Bring your answers to a demo and we will say plainly which questions it covers today and which it does not.
| Criterion | Suggested weight | How to test it |
|---|---|---|
| Connected records and integration | 25% | Questions 1 to 3 and the demo script |
| Local compliance and rule updates | 20% | Questions 4 and 5, checked against EOBI, PESSI and FBR |
| Adoption and ease of use | 20% | Question 9, plus a manager and an employee try the system |
| Three-year cost | 15% | Questions 10 and 11, the filled cost table |
| Security and data exit | 10% | Questions 6 and 7 |
| Reporting | 10% | Question 12, built live |
Frequently asked questions
An HRIS (human resource information system) is software that holds employee records in one place: profiles, contracts, leave, attendance, payroll inputs and documents. Its value comes from reading those records together, not from storing them separately.
