By 2030 the HRIS in a Pakistani company will likely be less a database you open and more a layer that connects HR, finance and IT: a new joiner triggers payroll setup, equipment and account requests without anyone re-typing the data. AI agents will handle routine steps. People will handle decisions, exceptions and trust.
That is a forecast, and forecasts miss. We found no Pakistan-specific projections for HR technology, so everything below combines global research with our own view as people who build and run HR workflows. Treat it as a planning aid, not a prediction you can bank on.
Key takeaways
- WEF projects 170 million new roles and 92 million displaced by 2030, and Gartner predicts 15% of day-to-day work decisions will be autonomous by 2028.
- Gartner also predicts over 40% of agentic AI projects will be cancelled by end of 2027, so clean data and defined workflows matter more than buying early.
- The biggest change in HR operations will be connected handoffs between HR, payroll and IT, with a person approving critical decisions.
- Pakistan's statutory rules stay local, so store them as dated, auditable data and keep human judgement on people decisions.
01What Does the Research Say About Work by 2030?
The World Economic Forum's Future of Jobs Report 2025 projects 170 million new roles and 92 million displaced by 2030, a net gain of 78 million, with 22% of jobs disrupted and nearly 40% of required skills changing (World Economic Forum, January 2025). Gartner predicts at least 15% of day-to-day work decisions will be made autonomously through agentic AI by 2028, up from 0% in 2024, and that 33% of enterprise software will include agentic AI by then, up from under 1% (Gartner, June 2025).
The same Gartner release predicts over 40% of agentic AI projects will be cancelled by the end of 2027. Both things can be true: the technology spreads, and many early projects fail. For you, that means the winners will be companies with clean data and defined workflows, not the ones that bought first.

02How Could Connected AI Agents Change HR Operations?
The change is in the handoffs. Today a hire moves between people: HR enters the record, finance sets up pay, IT creates accounts, a manager books orientation. Each handoff is a delay and a chance for error. Connected agents can carry the record across, each acting within rules and reporting back.
The table sets out our view, area by area. Read the right-hand column as the work to do now, whatever happens by 2030.
| Area | Today (2026) | Likely by 2030 (our view) | What to do now |
|---|---|---|---|
| Onboarding | Several people re-enter the same data | One record triggers payroll, IT and orientation steps | Document your onboarding workflow |
| Payroll | Manual input checks and rule updates | Agents check inputs and apply dated rules, a person approves | Move rules into dated tables |
| Employee questions | Asked on WhatsApp and in person | Answered from records inside the tools people already use | Clean and version your policies |
| Workforce planning | Yearly spreadsheet | Rolling forecasts from live data | Code exit reasons and keep reporting lines current |
| Governance | Informal | Written AI policy, audit logs and review routes | Draft a two-page AI use policy |
03What Might an Ordinary Workday Look Like in 2030?
Take a 150-person company in Lahore. This is a scenario, not a forecast. A new accountant accepts an offer on Monday. By Tuesday morning her record exists once, her contract draft waits for the HR manager's approval and her equipment request has reached IT. On her first day she asks the assistant in her portal where to find the leave policy and gets the current version with its date. In week three a manager asks for her probation review, and the system prepares the evidence and leaves the judgement to him.
Nobody in that story re-typed her name. Nobody was replaced either. HR's time moved from entering data to approving, checking and talking to people. That shift is the real prize, and it depends entirely on the groundwork in the section below on preparing now.
04What Is a Digital Employee Twin, and Should You Want One?
A digital employee twin is a data model of a role or a person's work: skills, workload, tasks, and career path, used to test what happens when something changes. For example, what if we move this project to another team, or lose this skill next year?
A role-level twin, built from anonymous patterns across everyone in a position, is useful and low risk. A person-level twin raises hard questions about consent, surveillance and misuse in pay or promotion decisions. My view: build role-level models first, keep person-level data in the employee's control and apply the controls in our guide to ethical AI governance in an HRIS.
Build role-level models first and keep person-level data in the employee's control.
05What Will Pakistani Companies Still Have to Do Locally?
Comply with local law, which no global trend removes. EOBI, PESSI or SESSI, income tax withholding, minimum wage and gratuity rules change with provincial and federal decisions, and your HRIS must carry them as dated, auditable rules. Our posts on AI payroll accuracy and the EOBI and PESSI checklist show the practice.
Pakistan's own direction matters too. The National AI Policy, approved on 30 July 2025, targets training one million AI professionals, 1,000 local AI products and 50,000 AI projects by 2030 (The Express Tribune). If it is met, the local talent pool will understand AI better than it does today, and employees will expect modern tools from their employers.
06What Could Go Wrong on the Way to 2030?
Three risks are worth naming. Agent washing: vendors relabel old features and you pay for the label. Over-reliance: a team that stops checking outputs misses a wrong deduction until employees complain. And data exposure: more connected systems means more places where salary and personal data can leak.
Each has a cheap defence. Demand live demos on your data, keep a person approving payroll and statutory outputs and restrict who and what can read personal records. None of the defences needs a large budget. They need someone to own them.
07What Will Not Change by 2030?
People will still resign because of a manager, still need a fair answer when something goes wrong and still decide whether to trust a company based on how it treats them in a bad month. No agent supplies empathy or builds culture. HR's lasting job is stewardship: of fairness, of records and of the human side of work.
Gallup's research is a reminder of how basic the gap can be. 51% of employees who left voluntarily said no one discussed their job satisfaction or future with them in the three months before they left (Gallup, 2019). Technology can flag that gap. Only a person can close it. See predictive analytics for attrition for how to use the flag well.
08How Do You Prepare Now for 2030 Without Overspending?
Five moves, in order. 1) Define your top three workflows in writing. 2) Clean and version your employee records and policies. 3) Store statutory and company rules as dated data. 4) Write a short AI use policy. 5) Train your HR team in workflow design and exception handling, as in our guide to HR skills for the agentic era.
None of these needs an AI product. All of them make the first one safer. Workflow Engine is Bitsbuffer's HRMS for Pakistani companies, and we suggest holding it to this list. Bring your answers to a demo and we will say plainly what it covers today and what it does not.
